WILMINGTON, Del. November 10, 2025 — The Pete du Pont Freedom Foundation is proud to announce the businesses who successfully participated in this year’s scoping cohort. Through a $75,000 grant from Barclays US Consumer Bank’s Citizenship Fund received earlier in the year, PDFF was able to select 20 businesses across the state to participate in PDFF’s scoping process, which helps business owners assess their current operations to create a strategic action plan for operational and revenue growth.
Through the E3 program, PDFF and Barclays provide technical assistance and mentorship to Delaware entrepreneurs. Participants receive guidance in areas such as business planning and operations, sales and marketing, accounting and finance, bookkeeping, copywriting, information technology and infrastructure, access to funding sources, and financial literacy.

Barclays also provided an additional $75,000 grant this year through its Community Reinvestment Act (CRA) Fund, allowing PDFF to support these businesses, as well as members of the E3 Membership Network, with technical assistance through a newly launched “wallet” of resources. Through this wallet, businesses gain access to services ranging from bookkeeping and accounting to technical writing and digital marketing.
